Limiting tenure is a good idea, in terms of length of time for the tenure... say 5 years minimum and 10 years max or something along those lines, a longer contract in other words.  Some professors would like to stay X years until they retire, there really isn't a need to "force" them out of the job unless they're getting complaints.  You have bad apples, get rid of them, the good ones should get to stay...
