If its used for immigration purposes, the evaluation plays major role in someone's ability to get the work/ study visa.
So if the evaluation doesnt satisfy the requirements of the immigration visa, Your University or employer can accept your degree in any way they want.However, you will not get the job/ study opportunity since you can't get visa..
