We have never seen a degree like this. It's actually very fascinating. A degree priced so low offered to first world countries that has ambiguous recognition offered through two schools. One, ENEB, satisfies the Masters degree component as a non-accredited/state approved Masters and the other one, Universidad Isabel I, satisfies the ability to transfer credits with accreditation. We don't operate here in the US and Canada that way. Either way you are right, any education is good for this price and quality. We care more about it then prospective employees and universities would. For the price, you really aren't risking much to be denied for entry into a school or a job. I suspect a vast majority of employees would see the Master Propio as a plus no matter how we slice it.
