@gushi, Welcome to the board! Can you provide us a bit more details so we can probably help you with an action plan? Follow the template here and the addendum which is the last post of the thread, provide as much info as possible, how many courses have you taken at TESU so far?
Basically, if you want to take courses to bump up the GPA, you can retake that course in addition to some other courses to get enough residency credits to waive the residency waiver fee. I think it's a better idea to redo the course and add enough courses to finish a flat rate tuition term at TESU.
If that is the only failed course, you may also want to do the flat rate term to bump up the GPA and get the needed credits for residency purposes, you should do this if you have enough energy/time to work on 16 credits at once. You can always extend the courses if you need to.
