My only question on the History degree at UMPI: since US History I & II are required in the major, then they can't count in the GEC correct? Same with World History/Western Civ I & II. So wouldn't you need an additional history course in the GEC area?
If so, I might consider doing a month at SDC, and taking a history course and POLS 101: Intro to Political Science there, and then you'd be at exactly 30cr needed at UMPI.

The only other really inexpensive History degree is through TESU, but since you only have 19cr of RA at best (and 13cr at worst), you'd have to take another 6cr at TESU plus either 6 or 12cr from another RA school; your easiest option would be to do a 16-cr term at TESU for $4,778, and include your history courses there.
If you just wanted a BALS, you need 24cr, including 15cr of UL in the AoS, 3 cr of LL in the AoS, cornerstone and capstone. Again, you could do a 16cr term to get your RA.

If you just wanted a BLS from somewhere, Excelsior would be an option as well.
But honestly, I think doing 2 terms at UMPI (or even 3 terms) is a much better option than TESU or EU. It's cheaper, and I think would be about the same speed.
