EIU might have failed three NACES options, but you haven't asked IEE yet, you also have Validential as your last resort. If I had to hazard a guess, you should email IEE to see if they would evaluate EIU or not, if they say no, then try Validential to get an evaluation. You need that evaluation from Validential as a last resort and I'll give you your next steps to proceed afterward...
