Provided everything slots properly - yes, as long as the 24 foreign credits are accepted as RA from the evaluation. Can confirm from my own plan at TESU.
This ^ - Key statement being 'Provided everything slots properly'. What this means is, let's say you transfer in as you listed above but there is no 'US History' and your particular degree requires 'US History' then you're going to still need those 3 credits of US History from somewhere (meaning you're going to have to transfer another 3 credits - ACE most likely, as whatever you 'bump' out will most certainly come from the elective slot). People more often complete with more than 120 credits vs that perfect 120 needed - that is because most don't plan/complete everything 100% perfect. In this made up example, you thought your existing 'History of the Americas' would fit in 'US History' but when it was evaluated after transfer it did not (ah, turns out it was because it was all about the countries that make up 'the Americas' vs just the 'US' - according to my fake course syllabus)
