From the thread I linked on EIU I was under the impression that Validential gives EIU degrees RA equivalency, which wouldn't work for all applications, but is significantly more than nothing. "Unrecognized" in France does not necessarily mean zero utility outside of France. ENEB degrees aren't "recognized" by the Spanish government but members here have used them to enter doctorate programs, get raises/promotions, etc.
You have the "honorary type award" backwards. This ACT professional doctorate issued by EIU-Paris is the course-based program. They recognized that EIU-Paris has an honorary degree with a similar name and are clarifying that they are not offering an honorary degree. For some reason they hid the requirements for this degree under eligibility.
