I wonder could we use outside resources or have to deal with that precise class materials (some Professors don't want you to reach outside resources because it will be easier than read the particular class materials).

Yes, you can use outside sources!  I used many for HR at UMPI.  I'm an HR professional and found it to be a pretty straightforward course!
