That's correct, Propio will not be evaluated the same as Oficial, this is going to be the case no matter how you try to slice things.  Even though it's recognized in Spain, the recognition is different (it's not like RA vs NA), the main restrictions are 'working for government agencies' and getting into doctoral studies at research institutions.  ECCTIS shouldn't evaluate it as equivalent to UK Masters either as there is no thesis, it'll be evaluated as UK Level 7 diploma, you'll need a top-up program to get the Masters of your choice.

You are wrong, what is happening is that ECCTIS only accepts official masters for evaluation and does not evaluate the university's own titles, so..
