well I guess I'm out even though I didn't get a message to that effect. My state isn't listed but when they got back to me they didn't say anything at all to that effect.

Is it possible that there's

• one set of states, listed above, Elmwood can proactively solicit for students from,
  
• a second set of states Elmwood must reject prospective students from,
  
• and a third set of states including your state that Elmwood cannot proactively solicit for students from, but can accept students from?
