The quality of the material taught is not terrible. There is serious learning and instruction going on. It is not a diploma mill. ChatGPT is a big problem but that is true for the entire higher education sector.
Exactly, UoP isn't the epicenter or something exclusive of academic dishonesty. You see ChatGPT once, you see it everywhere. Even in the grad programs, it's plastered on the walls like paint. I believe there are more references on this matter concerning UoP because of its more global enrollment pertaining to students and instructors, methodology, and due to lower financial costs considering other schools discussed in this forum. For example, WGU has a large body of students, but it isn't open to international students and their aren't any discussion posts, however, I would wager that many students doing their papers are using ChatGPT. For UMPI, there are international students, but no discussion post requirements and it has a smaller student body compared to other institutions. So information covering academic dishonesty will be severely limited, if any. I can't see many students self-admitting to that, let alone posting about it. As for UoP, it would be much easier to observe due to having more open enrollment opportunities and the methodology of their course structures opening the possibility to such observances.
