Sometimes, but not very common, unless it is need-based.
Strange, because I got mine waived two years ago and I know other students who got theirs waved too (from Brazil like me or from African countries). Maybe they refused because you are in the US and they assume you can pay, or they maybe changed their policy after the new accreditation. Most likely, the advisor didn't know about it or didn't want to help you.
In my case, I had created a profile on their portal but didn't apply. Then, in June 2023, they sent me an email saying I had my application fee covered. So, I didn't even ask for a waiver. Waivers and scholarships are given based on need and availability of funds, so if you need, ask again.
