Well, OP doesn't have any RA credits.
And yes, there are hoops (and new ones). While CUNY does accept Saylor, Google Coursera certs, CLEP, DSST, and others, it doesn't specify credits from Sophia. Another hoop is price: the wiki has 18 credits required for the BS business and 21 credits for the IS. Even if you could transfer the ideal max, 15 CUNY residency credits * $350 non resident online cost per credit hour = $5,250.
Additionally, there is a new "College Option" section on top of the required general education. The BS Information Science (new program name) catalog page isn't updated yet, but College Option was required on every BS page I looked into. "The number of College Option credits is 6 to 12, depending on whether a student transferred into the college and, if so, how many credits he or she had at the time of transfer." For student's without a bachelor's or an associates, the number is 12 credits and I don't think any could be satisfied with ACE/exam credits. The updated program itself does look awesome but you could invest that ~10k on a Data analytics/Cybersecurity masters instead.
Edit: It's cheaper to complete a UMPI bachelor's and get a second cuny bachelors than to get a CUNY bachelor's with no degree. The College Option requirement gets dropped if you already have a bachelor's.
