Most on-campus PhD programs in the US pay stipends. We don’t talk much about them because they’re on-campus. The stipends typically come with work attached: You’re not just being paid to be a student, you’re being paid to be a teaching assistant and/or research assistant. The time and location commitments will preclude you from most other full-time jobs. Though you may have to take part-time work in a restaurant, etc. like many PhD students.
