Expect a proctored online exam will require an ID like a driver’s license or a passport, which would belie or cast doubt on the claim of an address elsewhere. Additionally, the IP address would be accessible and VPNs would likely be blocked.
I haven't dealt with them personally, but I don't think they have put measures in place to check a student's location or citizenship. The foreign levy is based on address rather than citizenship. A passport from any country would likely satisfy the ID requirement for taking exams, and they probably wouldn't care about your IP address. After checking their website again, I found that they also charge a levy for undergraduate students from other African countries, although it is lower than the amount charged for students from other continents. OP should keep this in mind since they want to pursue a bachelor's degree. However, it looks like master's and doctoral students in Africa are not required to pay a levy:
