I can use the IEE Evaluation of the MBA+Master as a Graduate Certificate with GPA
And the ECE Evaluation of the 2nd Master as an Equivalent to a US RA Bachelor's (without GPA), and I think this will work for my purpose.

This is an interesting point, because for admissions to most Grad schools they require an US RA Bachelors and minimum of 3.0 GPA and they wont even look at the 1-10 Spanish equivalent.  

But perhaps the IEE Evaluation with GPA would work but it explicitly says its evulated as a Certificate not a Degree.  

The question is would you be able to submit the ECE RA for admission and then submit a IEE eval to fulfill the GPA requirement?

So when I spoke with the Grad school I am interested in, the person told me to skip the ECE report as it has no GPA, and to simply submit the IEE report as a Grad Cert with the GPA.  His reasoning was the grad cert is a higher award than the bachelor's degree they require.  

I guess this will really depend on the institution we are applying to, if they will accept a higher award or not.  I am thinking it's worth a shot to show the ECE US RA Bachelor's degree equivalency, then maybe another IEE Report with GPA for the same credential to accompany it, or use a second ENEB Master's as the higher award with the GPA.

It can help demonstrate that

1. I hold the equivalent of a US RA Bachelor's degree
2. The grades were even evaluated at a higher than required GPA or a higher level award: US Grad Cert

Good idea thanks for sharing, I thought it would work in the opposite as they would look at it as they were looking just for the RA GPA, I'll try this route also.
