Because it is not officially recognized by the government education system.Titulo propios are accredited by the university, and not the government, like official degrees are in Spain. There is not really an equivalent in the US system, but they are like post-bachelors professional development programs, somewhat akin to a professional development program, graduate certificate, or first year of graduate studies as some foreign evaluators give them.
