I think that 80 credit limit refers to community college credit only. I don't think it applies to exam credit or any distance or other courses taken. They just don't want people getting 120 credits at a couple community colleges, then transferring them in, and basically getting a bachelor-level degree for the rough equivalent of two associate degrees, so that's why there is an 80 credit limit on community college credits.
