So, another update. I was allowed to pay and completely enroll yesterday. The people were quick because I made it clear my intention to get in before policy changes. The customer service of the staff is fantastic.
Now that I was an official student, I got to talk to advisors higher up on the food chain. The info they gave me is about the same as what has been posted by others. The decision to discontinue GRE's is being strongly considered for the July, 1 date. They are also discussing what to do with people who enroll before, but submit GRE scores after said date. My advisor said that the faculty has uniformly recommended allowing "grandfathering" of previous policy, and the school has always voted similarly in the past. This action is pretty much standard across academic institutions, and is already the policy in place regarding the upcoming addition of a capstone course, which is good news.
Just to reiterate, anyone planning on using GRE's at EXC, waive your admissions transcript review and enroll now.
