I'm an idiot anyway... I missed this part of your earlier post:
If a guy sitting at your ISP's NOC couldn't access it, then there are bigger problems than a local computer. My apologies for having you create that other account. :o
I don't like admitting defeat, but we may be at an impasse with this one.
You may want to call the ISP tech guy back and give him the Petersons technical number. They may be able to hash it out between the two of them. I've never liked waiting for things to "clear themselves up" either
