I'm not in the US, so forgive me for speaking out of turn here. However, it is my understanding that the US system has "state authorization requirements", which would mean that various online degrees would only be available to students in the specific states that have already provided the "authorization". Whereas, that would be a non-issue for most international students.
On a tangential note, I'd imagine that that's why the Saylor MBA is only available to Floridian and international students, right?
Yes, that's pretty much it. They need to seek authorization in each state to do business there which is separate from being accredited. This takes time and money. For other countries the DEAC and/or CHEA accreditation could be enough without the extra hurdle of authorization to do business.

News just released from the DEAC's June meeting: The Elmwood Institute now holds DEAC national accreditation as a separate institution from Patten University. Elmwood was originally a division of Patten.

I wonder if this is a distinction without a difference?

Yes, although schools with state authorization that participate in NC-SARA can also recruit students in any state that is part of that compact, which is all of them except California, so it's really just two processes for state/territory authorization rather than fifty-six.

Yes, I believe they had to pay a second fee to have Elmwood Institute evaluated. I think having Elmwood Institute as a school within Patten University would have been more beneficial, they're now going to have to pay for twice the fees! Hmm, a glimpse into future tuition hikes for them...

- Elmwood graduates will no longer have Patten University degrees. (But did anyone even graduate with a Patten University degree in the brief period Elmwood was a division of Patten?)
- Elmwood can ultimately be governed by a separate organization now.

I haven't received anything from the school. What does this mean for current students? I would assume no change from a US DoE standpoint? I only have 4 more classes until I'm done.

You were enrolled at a DEAC accredited institution before, and you are now. Sagan's description of this as a distinction without a difference seems apt.

Honestly sounds fun and cheap just to learn more stuff not caring about the credits.

Not only that, it can provide completion of entry requirements to programs such as VUL DHA or other NA institutions that require a Masters.
