A master's categorically in biostatistics around 13k may be tough. Louisville's MS in Biostatistics military tuition is less than your target but civilian tuition double your target. There are several options if you could make a general master's in math, applied math, or statistics work. Louisville also has and others likely have a grad cert in biostatistics.
