I was thinking that U of MI is non-profit, not government, but the groupthink is the same. I wouldn't think it is a Coursera decision, but someone there had to sign off, so who knows?

The Regents of University of Michigan, which is a government entity. Maybe University of Michigan is not well-funded by the state. Don't know.
