COSC International Admissions Policy question

I'm a little confused with this part of COSC International Admissions Policy:

In all cases, a student must also earn a minimum of 30 credits for a bachelor's degree or 15 credits for an associate degree at United States institutions, or from testing or prior learning approved by Charter Oak State College.

This means that i need to earn 30 credits at Study.com / SL / Sophia, or any other services like this??

Or this really means i need previous enrollment in US college??

COSC requires 30 credits that can come from any source as long as it's evaluated as US equivalent, in your case, they'll be ACE/NCCRS credits. So, that will mean, SL/Study.com, Sophia and the like... basically, everyone transfers everything but the required Capstone/Cornerstone.
