CSU-Global is a partner college with S/L so they take S/L classes. So..
Always keeping my options open, I applied to CSU-Global to maybe take a few upper-level classes to maybe transfer to the "Big Three". I was surprised CSU-Global accepted the following as general electives:
SCHMO 0048 HISTORY OF TECHNOLOGY (SHMOOP UNIVERSITY) Complete TRSFR TR 3
SHMO 0042 HUMAN SEXUALITY (SHMOOP UNIVERSITY) Complete TRSFR TR 3
SHMO-0001 MODERN EUROPEAN HISTORY (SHMOOP UNIVERSITY) Complete TRSFR TR 3
SHMO-0040 COMPARATIVE GOVERNMENT AND POLITICS (SHMOOP UNIVERSITY) Complete TRSFR TR 3
TEEX 0251 CYBER SECURITY FOR IT PROFESSIONALS (TEXAS ENGINEERING EXTENSION SERVICE) Complete TRSFR TR 2
TEEX 0252 CYBER SECURITY FOR BUSINESS PROFESSIONALS (TEXAS ENGINEERING EXTENSION SERVICE) Complete TRSFR TR 2
TEEX 0250 CYBER SECURITY FOR EVERYONE (TEXAS ENGINEERING EXTENSION SERVICE) Complete TRSFR TR 2

Yes, they accept ACE and NCCRS credits, as well as PLA's and some IT certs. Unfortunately, they only take up to 90cr of transfer, so you have to take 30cr with them - and at $350/cr, that's a lot of money ($10,500).

Transferring ACE courses to CSU-Global and from there to another school isn't a thing that can be done. A school will only take CSU-Global credits from CSU-Global (if they take them at all) and the ACE credits would have to come from ACE.
Edit: On rereading the OP, I think I misread it, and you didn't mean you were trying to do this.

On your re-read you got what I planning on doing. With COSC, I need 30 hr. UL total, of which 15 hr. need to be in my major.
COSC gave me 8 hr. UL for the following, so the plan is picking up the 22 hr., less capstone, where ever I can.
AICP 121 Ethics and CPCU Conduct (GEN950) P 2.00 (TR) American Inst Chartered Prop Casualty Underwriters
OOSL 0042 Organizational Behavior (MGT315) P 3.00 (TR) StraighterLine *
SL 041 Business Ethics (PHL485) P 3.00 (TR) StraighterLine *
If I have to pay $350 an hour at CSU-Global, its an option. The bonus, if I choose to take CSU-Global and like the structure, I'll pass on my degree plans at COSC.
My est. to finish at COSC would cost me: 6hr. about $3k to do the cornerstone & capstone (with fees), and maybe pick up the other 19 UL hours at around $250, or $4,700 or around $7,700.
So the cost difference between COSC and CSU-Global (30 hours at $350 = $10,500), is not huge, IMO, less than $3k.
Sure it can be done cheaper, but I hate taking all or nothing exams, I'd rather take a B&M online class.
I know about the following transferring to COSC as a UL
CS302: Software Engineering Saylor 3 COSC ITE410 Software Engineering
(Saylor is an all or nothing exam)
Am I missing any other UL IT or Computer Science class that would transfer to COSC

If you just want to go to an online school and take courses there, you'd be much better off somewhere cheaper than either of those 2 schools (COSC and CSU-Global). TESU has the comprehensive tuition plan for $6350 until 6/30 with the Study.com affiliate membership. You get 36 credits in a year (including capstone), taken as online courses, and don't pay a residency waiver. If you had the rest of your courses already completed, or did them inexpensively, and saved these for your UL and hard to find courses, or things you really wanted to take, I think it would end up being cheaper than either of the other 2.

I know it has been mentioned to you before, but the more options you post about the more WGU looks like the match for what you're looking for. Have you applied to them (free) and sent them your transcripts?

I must have missed it, but, what degree are you hoping to get? If you want traditional online schools, Fort Hays might be an option as they offer online degrees and their tuition comes in less than $300/credit. (I'm not even paying $300 for graduate courses there! Plus unlike many schools, there's typically not a bunch of additional fees, as their fees are already included in the tuition cost/credit.)

Marshall University is $223 a credit and you only need to take 8 courses and no math. That’s $5352 or you can transfer out to West Virginia University and take the last two courses there $1000 each at $6014, very ACE friendly, they took my ACTFL credits without verifying the language at WVU. The English proficiency exam is like 36 credits. WVU also gave me credit for all 24 ALEKS math credits including beginning algebra which is remedial. They treat ACE like a PLA where you pay them $300 and within an hour they all show up on your transcript.
