I think that's the case in the US as well - it's certainly asked about on the FAFSA, and I know it counts as a way to get stuff in CA.

It believe it depends on the state and adoption agreement. For our son who was adopted from foster care, he has free tuition to any public college or university within the state he was adopted him from. Then we have another example from the the state I live and where my sister was adopted from foster care and unfortunately did not receive the same benefit.

Such things depend on the conditions of adoption of the child and what conditions are put forward by the state from which the adopted child is born. I have three adopted children and each of them had different conditions of adoption. But my husband and I will be able to pay for the education of each of them without state support. Now our eldest son is studying at Harvard and we are very proud of it. We are also preparing documents for the adoption of a girl from Oregon. There are completely different
adoption standards than those we have encountered before.
