If memory serves, they have a 6 month period from when you apply before you have to pay your deposit. We paid the deposit ($50) and then had 1 term before we had to either pay the fee or enroll.

I cant find now a recent thread that talk about this (Comparing the price of enrolling EC and COSC), but as was discussed before the final cost of enrolling was about 3500usd, the main cost is the cornerstone and capstone Tution fee (you must pay for 6 credits), and the you have some extra fees for enrolling, Excelsior in the other hand was about the same but a little expensive, even when you just pay for 3 capstone credits, enrolling fees are higher...

I will look for more presice information...

I'm not sure what you are asking.

Have you already accumulated your credits and are ready to take the Cornerstone? If not, you should do that first if you want to avoid paying anything. You can, however, pay the fee and they'll do your evaluation and you can have an account open with them if you're more comfortable. The cost difference between enrolling now and waiting is under $300. I would say do whatever feels the best for you.
