I took a few IT classes for the first time and managed to get As so ASU has me as a 4.0. I am familiar with Outlier, however, stateside I'm from a state that says I don't qualify for their programs. A bit odd that some states and Outlier don't work together, not sure what's behind it. I am of the belief that ASU courses which are RA equivalent are more recognized and accepted for transfer.
hmm weird. I thought anyone can take outlier courses.
It's weird but I definitely saw it in fine print on the Outlier site. Not just the state of Georgia (my state) but other states too.

yeah i checked it out and theres a bunch of states and territories excluded
Yeah, I know people didn't anticipate that. I'd avoid Outlier if I were you.

Where did you find the excluded states?

Under frequently asked questions under if I am eligible for Degrees+- it says-

All US students age 13 or older with a high school diploma or equivalent (GED, CHSPE) are eligible to apply, except for residents of: Alabama, Arkansas, D.C., Delaware, Georgia, Maryland, Minnesota, New Mexico, Rhode Island, Wisconsin, US Commonwealths (Puerto Rico, Upper Mariana Islands), and US Territories (Guam, American Samoa, US Virgin Islands). We also welcome international students (with TOEFL or equivalent).

Applying is simple: no SAT/ACT needed, and no interviews. Complete your application in just 15 minutes, and get a response in less than 2 weeks!

I'm currently in Beijing, and I wonder if they'd make an exception as I'm not stateside.

ASU Universal Learner classes are transcripted exactly the same as the corresponding courses from the main university. Nobody will be able to tell whether you took your classes online or in-person.

Outlier's classes transcripted at UPitt apparently use different course numbering and you can't get a UPitt syllabus. This heavily limits transferability because schools aren't able to see whether your class is "good" or not. Outlier is also more expensive than ASU. I think most students should avoid Outlier because of these potential issues. The residency restrictions are just icing on the cake, IMO.

Did you not read what I just said? people from certain states can't attend and that can also increase transferability issues. They also aren't the same courses as available on the physical campus.

but my source told me thats not the case. Youll get a UPitt letter graded transcript after completion. I dont know why some states are exempt

hmm thats weird I even heard some of those credits transfered into NYU and Harvard. I would do a combination between ASU UL and Outlier if I even am allowed to take outlier courses right now. But I think a mix between UMPI and ASU UL would suffice

Maybe SOME do but not all of them will. That's not a gamble I'm willing to take on personally.
