Can anyone explain how a consortium agreement works with any of the big 3?
My wife is having a hard time working with anyone with a brain at her school for the summer semester and we are running out of time.

COSC was great about this.
Consortium letter is simply an agreement or understanding between you and both schools. Mine came from COSC while I was taking courses at CSU_Pueblo.

I'm always happy to complete the free application waiver for those applying to WGU (I get a free gift from WGU for this). Just PM me your first/last name and a valid email so I can complete their form.

So how does it work? Does she need to take at least 6 credits at COSC, or just simply pay for a semester to attend there?

Here is some info from COSC's site:

A consortium agreement is where you take courses at one institute to be transferred to another. Here is some info from UMUC's website that will better help you understand the process:
Consortium Agreement - Financial Aid Policies - Students - UMUC
Hope this helps you somewhat at least with the understanding and then maybe can explain it to her school. Hopefully, they allow such a thing.

I don't think the number of credits plays into it, at least not in my case.
I used it to access financial aid. Charter Oak was my primary and they handled the F/A. Thre three of us entered into a consortium agreement wherein COSC handled the money, CSU-P provided the courses and I did the work. COSC paid SCU-P who let me start on the promise of receiving payment when COSC dispersed the funds. The consortium agreement spelled out all the parts. COSC also agreed to accept the credits back (formally) as part of the process. I understand COSC hs changed this a bit, but can't really speak to those differences.

Perfect. We just left CSN and they actually do not provide FAFSA for phlebotomy courses and it looks like COSC doesn't require extra courses to be taken at the same time. What is the semester fee to attend COSC?

It looks like COSC requires at least 6 credits taken through them simultaneously. Any comments or suggestions?

I can understand the 6 credits total (corner and cap). I can understand them wanting you enrolled in a class for a hiven semester....6 credits with them per sort of surprises me.
What is the end goal?

I was given this information over the phone. I then immediately emailed them for a clarification. The end goal will most likely be a BS in Health Studies after she completes her Phlebotomy Certificate this summer.
