If you get a bachelor's degree at TESC, using TECEP's to fulfill your residency requirements, and you decide to get a 2nd degree there, do you need to get an additional 24 credits of residency? Or do the first 24 units you got count?

No once you meet residency, you do not have to meet it again. I asked TESC this same question.

Yes, you only need to complete any additional requirements and 24 new credits in the area of study (must be earned after first degree is conferred). Check this out for more info:
