Is an associate degree the same cost as a BA at COSC

I think the advice you're giving here only applies to TESU.  The OP was asking about COSC specifically, so I want to answer that.

At COSC, you pay per term while you're enrolled.  So, if you wanted to get your AA and your BA there, but only wanted the AA first - you need to get it and then graduate with it.  Then, later, you re-enroll for your BA.  If you enroll for your BA, and then stop, and want to go back later to finish, you have to pay for all of the terms you weren't going.  At least, that's what I read at one time; it may have changed.

So at COSC, you can get your AA and BA separately (taking time in between).  At TESU, you would want to graduate with your BA within a year of getting your AA, or you pay the $2800 residency waiver again.
What are the residency requirements for an AA at COSC? How many credits do I need from them to meet residency or what's the residency waiver fee, for an AA?

I think you just need the cornerstone (3 cr), and a bunch of general fees.

There is no residency waiver at COSC.  Only TESU requires that.

For an AA, COSC only requires a cornerstone.  So you can transfer in 57cr, then take that one course there and be done in 1 term.

You'd have to take two terms, and pay the graduation fee twice. I'd thought about doing that myself because I wanted SOME kind of degree in a shorter time, but the extra costs made no sense. I decided to push through and just do all the work for the bachelor's in one go. Absolutely don't regret it.

I would encourage anyone in general to go for the four year degree at COSC. Don't settle for the Associate's. You can do it. 

(Of course needs vary. only you can determine your specific needs and circumstances.)
