It is not allowing me to post on that forum. I am a paying member. I have logged in numerous times, and it even says that I am logged in. Yet, it refuses to allow me access to post.
I'm getting very frustrated. Would someone please explain to me the reason why it is not allowing me to post on the Specific Exam forum?
Is there a phone number that I can call, and ask questions at?

Are you posting about a test you've taken? Which test?
I'm not sure why you cannot access the posting function. Can you view the various threads? That's the most important thing, since the main reason to post is to give feadback (which may be restricted to if you have more posts...I don't know).

I'm not an IT expert, but I wonder if your security settings got changed and your pop-up blocker became enabled. If it did it won't allow the box (pop-up) to open for you to post. Since it is a "secure" members area only for posting, that could be triggering it. Just a thought. I have students encounter a similar problem in my online classes when the software does automatic updates. Just something to try until you hear back from the webmaster.

Are you trying to start a new thread? If so, I think only the moderators are allowed to do that in that section of the forum.
As previously stated, it is supposed to be a place where people who have already taken the exam can post comments about resources, etc. Once that has happened, they probably won't go back and see any questions that have been posted there. It is not really an interactive part of the site.
I would suggest asking any questions in this general area of the site. It is much more likely that someone who has taken the exam will see your question and be able to help you.
