Well, I went online and filled out the application, and it forces you to choose a high school from their list - and of course, being from out of state, ours isn't on there. I emailed the person, to clarify if this is for IN state residents only. It doesn't say so anywhere, but my guess is they left this off the list by accident. I'll update when I hear back.

I think it is likely to be for IN residents only. They had that offer for a free course for the first 10,000 signups some time ago, and it turned out to be only available to Indiana residents (see here).
