It's similar to the HAU MBA for $3K, they're having a special, or the Coursera/TADA, EdX/Verizon, degree offerings from these two MOOC and other specials you see for MOOC's such as FutureLearn, Udacity, Upgrad, and more. The special is to have a similar offering, but at a discounted price, the target market are the ones who can get accepted and 'know' about the online program option.

If it’s a special degree based on MOOC, is it still the same as the ones delivered directly by these UK institutions? 

Sounds like the degree would say the same thing but you might be able to tell that it’s different from the transcript.

Yes, it's the same thing, an example is the Georgia Tech Online Masters in Computer Science. In fact, if you read through the other options on Coursera, EdX, it even mentions you'll get the same thing as regular students taking the classes on campus. Essentially, the only difference is that MOOC classes are conducted using these providers, the content is slightly different than that of on-campus programs from the same university. The diploma or parchment you receive would be exactly the same as well, you're saving cash, energy, time by getting everything online through distance learning instead...
