Somewhere along the line I seem to recall reading about a time limit -but I can't remember specifics. I'm wondering if it applies to people using the pay per credit tuition plan?
If it matters: I applied in July, transferred a bunch of credits and then life got crazy.i plan to start taking tests this week and hope to be done in June. Is there anything I need to be aware of, or does that only apply to people doing the other tuition plan?

Yes, there's a time limit - it's a year. You need to register for and PASS a TECEP OR take a TESC course before the 12 months is up. You can log into your MyEdison account and see what your status is and your start date.

You'll want to check TESC online student services website. It will list your current status. The time limit varies. If you apply to the military program you automatically enroll for 12 months. If you are not military you have 6 months before you have to enroll, 12 months for contract programs. If you are already enrolled then you have 12 months to complete 3 credits through TESC in order to maintain enrollment.
