I want to take a TECEP. Does anyone know of any good places to look for a proctor because I don't live in Jersey.

As far as I know you can use a Public Librarian or Military ED office and a ACT CENTER.

A CLEP or DSST proctor would also work. That's why I used for my TESC midterm.
