Maybe I should email the ambassador and the support teams at Study.com to see if they can streamline the ordering process a little... Such as having a page to select Starter vs Saver before completing the order. Instead of going through a few hoops to get there, it'll be just one click of a button and you're at the ordering page!

It's a good idea to send an email to the consultant of Study.
When I entered through the link in your signature, even as a newly registered member of Study, I couldn't find the option to choose the monthly fee of $95. There was only a page asking me to pay $239. So I had to suspend the payment plan.
As you create your new account, when asked for: "What courses do you plan on taking on Study.com?", you need to specify one LL course (like "Math 101 College Algebra"). Click "Continue" and the College Starter plan will be automatically selected for you.

Your help has been really great. Now here's the problem. I skipped those steps and ended up on the interface where I need to pay $235. Also, I'm unable to cancel my previous account. Do I really have no choice but to find another email address and phone number and register a new account?

well that worked for me
I was an old member years ago
so I had tried a new email, same phone number while leaving "what courses do you plan ..." as I don't know
and I was only getting the $235 plan as an option and didn't accept
now I tired the same new email, same old phone number, but this time selected a course from the drop down and got the $95 option
It seems the website might be having some growing pains. I was looking for something else and came across info discussed in this thread. It's located on this page: https://study.com/college/faq.html#faq
I copied the subscription section. The bolded and underlined sections are my doing and what I find interesting. It's all refering to Saver, not Starter.

Was the College Saver ever $95 a month? My guess is someone typed Saver instead of Starter but I'll ask. I have some free tests to redeem and was instructed to write back. I'll toss in this change as well to get some clarification.

Wow! Sophia may be moving laterally on the endangered species list and Straighterline may have just become critically endangered. Study.com has been making some very significant changes this year, for better or worse depending on perspective. The moment they introduce an "all you can eat buffet" of courses without the test limits, it may be game over for both Straighterline and Sophia. I wonder what they'll do to differentiate themselves from Study.com since that may be the only separating factor now. I did 4 courses via Straighterline, but I haven't returned back in years since Sophia and Study.com offer a better service.
