You do not need a separate webcam. If your laptop built-in webcam meets the requirements (which is likely), then it is all you need.

Separate is nice (if your budget allows) because you can spin around the camera a lot easier.

For the ACE providers, a built-in webcam works fine, but it is worth investing in a standalone webcam for the convenience or if you have a cheap built-in one that doesn't provide a good high-resolution image (this will be needed for photo ID shots, etc.) A standalone webcam may also be useful for other online course providers or colleges. At WGU, for example, a standalone webcam is required as the camera must be facing your screen from the side.

WGU used to provide a webcam as part of the new student kit, but they are no longer doing so. So for anyone who intends to attend there in the future, investing in a decent webcam (and webcam stand) may be worthwhile.

never used Proctor U before, but I was curious  
so I followed that link and it contains another link "To test your equipment, visit our Test it Out page."  

so I tried it out and apparently ProctorU requires Flash Sad

no --- I'm not doing that 

browsers have dropped support for Flash for a reason

Lol @ "I'm not going to use Flash bc security reasons" but you WILL give a proctor in some 3rd world country access to and control of your computer for the duration of a test, and also allow them to install spyware so they can monitor you during that time.

Maybe Flash isn't the problem. Just install a browser for the tests and don't use it at any other time. It's not that big a deal.
