2 questions...
a) When must I enroll for a TECEP? Does the registration deadline follows that of regular TESC courses? A link would be very much appreciated.
b) Do the required books for a TECEP change frequently? Would it be safe to purchase the textbook now (based on the current syllabus) for a TECEP I'd be taking in a few months time?

Yes, TECEPs follow the same registration guidelines as the normal courses. Thomas Edison State College: Undergraduate Academic Calendar
Although they have different versions of the TECEP, or so i've been told, they are not updated often (if at all) so the books will not change. In fact, I purchased older texts (by 2-3 editions) for my exams and would use the most recent free text companion website to supplement. Had no problem passing my exams.

If you are not yet fully enrolled or do not have access to online student account use the TECEP Registration Form and submit by fax.

Whichever textbook is recommended do a quick google search for the current textbook companion website. A few of the publishers are now charging for access so just go back one or two editions until you find the free site. It's all mostly the same anyway. Stats, global shifts, business structure/realignments, new theories, recent social concepts, and author interpretation may change but the foundational reasearch remains the same, at least this has been my experience.
As an example:
Psychology of Women used the 5th Ed text and the 7th Ed companion website
Business Policy/Strategic Management used the 15th Ed text and the 17th Ed companion website

I'm trying to sign up for two Teceps now, it will only let me register for September. Is this normal? Id prefer to register earlier incase I need to retake the exam.

If I were to fail a TECEP, would I be allowed to retake it immediately? IOW, there's no time restriction like the 6 months for CLEPs, correct?
Also, how soon do you generally receive scores (at least pass/fail) for TECEPs?
CLEP's and DSST's passed: Fund. of Counseling, Tech Writing, Here's to your Health, Intro to Computers, Analyzing and Interpreting Lit, Human Growth and Devel, Intro to Soc., Crim Just, Law Enforcement, Env. and Humanity, Astronomy.
Completed 2 PLA's through LearningCounts.org.
Completed Capstone at TESC.

Yes, you have to wait 3 months. Thomas Edison State College: TECEPÂ Policies and Contact Info
TECEPs are CR or No CR. You are officially notified via grade report and by checking your academic evaluation. Each exam seems to have its own timeframe. Generally if you test online the credit posts faster (2+ wks) but it's usually anywhere from 3-5 wks.

This is a short semester list. The actual academic registration calendar is in post #2 and spans through June 2015. There is also a link for the TECEP registration form. You can actually register for 2 TECEPs per semester.
