Do TECEPs still count toward residency for military folk? or did that finally end too?

Still in effect. 24 resident credits required though. Least cost is (2*750=1500) for the capstone/cornerstone and (18*50=900) for a handful of LL TECEPS, so $2400 total to avoid the residency fee waiver. If you need to tick a box its cheap enough.
If you need classes you can't TECEP or alt-credit though, its 250 a credit and you can't do the flatrate term. Personal experience - for some people this could work out more expensive than flat-rating. Which sucks if TA isn't paying.

I have to concur with the recommendation of applying to TESU sooner rather than later. They have a habit of changing their catalog and policies, and applying and enrolling will lock your catalog in, and sometimes the transfer and other policies as well. Community college is going to take quite a bit of time and energy. Since you seem to be proficient at taking exams, I'd agree with using TECEPs and other online RA credit options rather than doing regular CC courses.

You are still going to need a total of 30 RA credits since they cap how many alt credits they accept.
Plan on doing 9 credits at TESU. SOS-110, Capstone and Software Engeering. Then you need 15 credits of TECEP to avoid paying the residency fee. Finally, 6 more credits of TECEP or whatever RA credit.

I’m technically a dependent as long as I’m in school full time- I have 1 year of gi bill to use though, which should help

If you play your cards right, using a Finnish university or two, you can get all of your "RA credit" at a significantly lower cost than taking 5 TECEPs! 15 credits of TECEPs would be at least $750. For about the same price, you can block-purchase about 90 credits worth of studies at Metropolia. Or you can choose to do just some of them and not spend nearly so much.

The OP has a military discount, so the TECEPs can be used instead of taking TESU courses which are far cheaper. However, the OP needs 24 total TESU credits instead of 16 credits to avoid the residency waiver.

TECEP's will give the OP residency, while foreign credits will not - so anything he saves from taking inexpensive foreign credits would be eaten up by the residency waiver.

As long as you get the military rate, you can try getting the BACS along with the BSBA CIS double degree. You will need to make sure to take at least 18 credits (6 TECEPs, lower level easy ones) and the two capstones for residency, the SOS-110, you can get from EDX MicroBachelors for $498 instead of $750 military discount. I would follow the WIKI for the BACS/BSBA CIS dual degree...
