Yes, your friend just needs to add a secondary program in their program list. It can be a cert, associates or another Bachelors.

Not exactly. He has twelve months before he has to do something more to continue his enrollment. He can take as long as he likes to actually earn the certificate...or he can NEVER bother to earn it. It's intended to just be a placeholder so they don't end his enrollment when he graduates. During that 12 months, he can hopefully complete and add the courses he needs for his certification to his transcript.

Update: You're placed on inactive status (even with an incomplete certificate or degree plan) after graduating, which means you have to register for a TECEP exam (e.g., the 1-credit Medical Terminology) or a class in order for any new transcripts to be processed.
