Transcript hold at college. How to finish CS degree elsewhere?

No US college will issue a degree for you if you still have a balance at another college. The school will have reported you to the National Student Clearinghouse, so all schools can see that.

So you are out of luck for a US degree.

I don't believe this is true. The MS program doesn't require anything from undergrad institutions. It means they just don't care.

However, If that's the case, then try the MS in IT degree from London Metropolitan University

I would absolutely research that thoroughly before relying on it. While the website makes it clear you don't need any transcripts to be accepted, I could easily picture CU Boulder requiring either transcripts or doing a check with the clearinghouse before issuing a diploma. It would be heartbreaking to do all that work and get pulled up short right at the end.

I wonder if the OP has tried contacting their original school and pleading hardship. I could picture an appeal possibly netting some reduction in the owed tuition...if not, they've lost nothing by trying.

Not requiring a transcript in order to be admitted is a FAR cry from saying they won't check the NSC to see if you owe money to another school, and will issue you a degree in spite of that.

I seriously doubt any US school will give someone a degree under the circumstances OP described.  But I would certainly call and ask if that's what you're hoping for.

Another option: make the decision to pay off that debt and get it from hanging over your head.

Here's a quote from NSC.

" How does Enrollment Reporting work?

Once your institution signs our participation agreement, the Clearinghouse becomes your agent for confirming the enrollment status of your student financial aid recipients. Periodically, you need to report the enrollment status for all your students to the Clearinghouse via secure FTP. The Clearinghouse, in turn, provides status and deferment information, on your behalf, to guaranty agencies, lenders, servicers, and the Department of Education’s NSLDS (National Student Loan Data System).

The Clearinghouse process identifies borrowers who:

   Withdraw from school and need to begin repayment
   Transfer from one school to another
   Return to school and may be eligible for a deferment
   Continue in school and are eligible for deferment extension

"

This means they will report if you owe money to loan companies or used financial aid.
Not sure if they reported you when you paid everything out of your own pocket.

and how does this affect MS degree conferral when the MS degree doesn't require anything from undergrad record?
Unless the degree program specifically mentions that they want applicants who don't owe anything to undergrad institutions, it should be ok... but please do your own research

Like I said, not requiring an undergrad record in order to ADMIT someone is not saying that they will confer a degree if you owe money and have been reported to the NSC.  Completely different thing.

I have talked with Colorado Boulder MS DS program representative.
They said they won't care about any undergrad record.
Owing money at other institution matters only when you're required to submit transcript from that institution because you'll be required to pay the tuition balance before they release the transcript.

As I have said, if the OP hasn't used financial aid, it won't matter.

You have the money to pay $20k to Boulder, but you don't have $10k to pay your ex school. Something doesn't add up here.

You've got so many options, review what you were provided, maybe even create a spreadsheet and create columns/rows of info and then decide from what you currently have. Review the posts in this thread and see which option suits you most.
