What universities offer course-based programs meaning there is barely writing and research just assignments and labs?
For example, Georgia Tech Online is one of them.

Background:
- BS in Computer Science
- Went straight into 4 year university with no credits from other resources

You mean test-based. Course-based doesn't mean there isn't a lot of writing.

As long as there is barely any research and writing involved?

This program would take a while to complete and cost 20k, but it's an option if you want a top-ranked college.

Master's in ITM from Kelley School of Business at Indiana University

Also they have a micromasters which covers the first 3 courses for $1500

I am planning on going to grad school and narrowing it down to Purdue University Global and Grand Canyon University and Wwalden University.
Which is the better choice? Or if you have better options let me know!
I am ignoring WGU because of proctored exams and Georgia Tech because it is not employer-sponsored.
Also ignoring any masters online program that requires a GRE GMAT thesis or capstone.

Already obtained my bachelors in CS at a state school.
Only took university courses.

You might also want to take a look at CU-Boulder's MSCS program. 30-hour degree broken down into 30 8-week mini-courses.

No GRE. No admission. No application.
