I was wondering if the Literacy Instruction in the Elementary School Uexcel exam could used for six upper level credits in the BALS at TESU? I don't know if education related courses are considered liberal studies or not.

No, EDU courses aren't considered BALS courses by TESU. Plus that exam is $465, so much more expensive to do than any of the many other ways to get UL BALS credit here (Study.com, DSST, some others). Most of the things we have here are about $33/cr, that UExcel is $77/cr.
