The University of Michigan School of Social Work offers a series of certificates, some of which are affordable.  Here is the link:

The cheapest one that I found was $750 for a certificate in political social work:

I did my first undergrad. at UofM and my sister graduated from UofM with an MSW.  The School of Social Work is the #1 social work program in the country and for the right person, this could be a very good deal.

$750 for a university certificate is dirt cheap.  Thanks for posting.
