I was searching for institutions in South Dakota and they only have two research universities!
University of South Dakota has several undergraduate/graduate online offerings

Online Doctor of Philosophy in Health Sciences - Minimum of 75 credits beyond the baccalaureate degree
A maximum of 30 credits from a completed master’s degree or professional doctorate earned at a 
regionally accredited U.S. institution or a recognized degree-granting international institution

A PhD in Health Sciences at the least will cost you roughly 45 x $470.45 = $21,170.25 USD 
This program is geared towards professionals already working in the Health sector (including Allied Health)
