Basically, This is similar to CLEA, ENEB, etc that grant ECTS but for doctorate level studies instead of Masters. It's purpose is for professional development, not really for academic research. It might fill the void for some people looking to get extra knowledge or fill gaps in skills, etc, but may not fit the need for others. Do your due diligence when you are looking at a program, such as the UK Level 8 diplomas, they're on a similar level...

I'm sure IEE would rate the PhD program in Human Resources from Mexico San Miguel as a PhD from a regionally accredited institution / unaccredited program.   IEE evaluates Spanish propios and Mexican propios differently.  With IEE, Spanish propios are unofficial at the degree level, so you get a certificate equivalent, while Mexican propios are unofficial at the program level, so they add the unaccredited program status.   

Still not bad, but may be problematic for those who need a fully accredited PhD.
