What schools allow a custom area of study?

I am especially interested in any that allow it on the graduate level, but this thread could be for both.

COSC allows it for their Bachelor's but it's only a concentration. I feel like it's not enough credits in the area of study. Of course someone could do extra beyond the degree plan, but personally I feel that's not the same.

I know that TESU allows a learner-designed area for their MALS or their Bachelor's degrees, but it's only a concentration for the MALS.

Empire State College does for Bachelors (and Associates degrees!), but they need 24 credits taken from them for Bachelors, and I'm guessing at least 12 for Associates.

Where else that offers fully-online classes and lower residency and/or lower cost?
