As mentioned in previous posts, continue onward with the credits and carefully plan it towards a Bachelors.
I believe COSC and WGU accepts students after age 16, Excelsior/Patten is age 18, and TESU is age 21.
If your child really need to have a degree by 16, they can try COSC (all by DSST/CLEP exams + FEMA) and WGU.
I would recommend Excelsior/Patten and TESU if they can complete all requirements of the degree by 17 or 18.
By that time your child can apply to a Masters degree of if they want, go for a second Bachelors! Limitless options!
Your child is doing great, there's no need to rush into anything since 13-14 is an early age. I would ask them...
What do they want to "be/specialize in" when they're older, they can "concentrate" on a major/area of study.
Once you know what they would like, you can have a proper degree plan/spreadsheet created for 1 or 2 degrees.
Extra note: Your child can get credits not only by CLEP/DSST but with Saylor, Shmoop, Straighterline, Study.com, etc.
But COSC is the only one mentioned that will accept FEMA credits (and it's all free).

You must be so proud of her! Way to go, girl. When I was in high school, I first enrolled in TESC through the CollegePlus program (renamed recently to Lumerit Scholar) - I think they have an agreement with the school for enrolled younger students (or underage). You could look into that program possibly?

The first thing I did was email the director of admissions a letter asking for the age requirement to be waived. I gave a brief summary of my academic accomplishments(which included 90 credits through Clep/Dsst/etc) as well as what degree program I was interested in and why I wanted to attend TESU(the fact they offer so many online courses and TECEP's, geared to independent learners). I finished it stating how the credits I had accrued proved I was able to handle the "college load." I also included copies of all my Clep and Dsst transcripts as proof. Within a couple days he responded that he would waive the age requirement so I could go ahead and apply through the online system. I would suggest your daughter petition him to waive the age requirement before trying to apply again.

based on the experiences of other folks here on the forum, I'd avoid CollegePlus/Lumerit at all costs. They simply charge you for the service all of us already offer you for free.

Dropping twenty grand to have Lumerit make a phone call for you is unnecessary.

This. I used to be with them, but if you are willing to put in a little more work you can save yourself a lot of time and money by not going through CollegePlus/Lumerit.

One suggestion that you might consider thinking about... why not Charter Oak instead? They don't have the age hangups that TESU does.

Charter Oak requires you to be 16. Youger than TESU, but still an age limit. they probably grant exceptions just as TESU does, I imagine.

Congrats to her for getting all of that accomplished at a young age.
As stated above, Charter Oak will let you enroll at 16 with no issues. This is their official policy, and a waiver is not needed. I know of one person who tried to get a waiver for younger than 16 and was not successful. If she chose COSC, she could keep working on getting her credits done and then register at 16 to take the cornerstone and capstone.
I have heard of many that have received an age waiver at TESU. I would think she could keep acquiring credits and try again when she is closer to finishing.
I don't know what the future holds, but I know Who holds the future.
